Research Compliance

Responsible Conduct of Research (RCR)
Arkansas State University is committed to the highest standards of integrity in all areas of research and scholarship and conducts its research in compliance with federal, state, local, and institutional laws, regulations, and policies. Consistent with these principles, the Office of Research Administration and Compliance has responsibility for developing governing principles that guide the conduct of research on campus. Additionally, the Office works with faculty oversight committees and boards (including the Institutional Review Board, the Institutional Animal Care and Use Committee, the Institutional Biosafety Committee, and the Radiation Safety Committee) to ensure compliance with regulatory requirements that involve human and vertebrate animal subjects, biohazardous materials, and radioactive isotopes. Office personnel also work closely with the Environmental Health and Safety on other safety programs, including responsible use of lasers.

Other responsibilities include maintaining assurances and certifications with appropriate federal and state regulatory agencies, provision of laboratory and other training programs that are germane to externally-funded programs, negotiation of research-related contracts and agreements, and administrative support of interdisciplinary centers and institutes.

Export Controls

As a component of national security, The U.S. government via the Departments of State, Commerce, and Treasury regulates transfer of information, commodities, technology, and software considered to be strategically important. It likewise has established standards for releasing certain information to foreign nationals. Non-compliance with export controls can result in severe monetary and criminal penalties for the University and the individual. If you at any point plan to travel abroad and disseminate information that is not considered to be publicly available, please contact my office immediately. Additionally, be aware that foreign nationals may not work on sensitive government contracts, nor may you communicate such information to anyone outside of your research team without specific permission.

CITI

The Interactive Teaching and Technology Center (ITTC) offers training in the use of IRBNet, the electronic repository and routing software adopted by the University, and in the use of CITIProgram training materials for the responsible conduct of research, human subjects research, and animal care and use.

Blackboard

Blackboard contains the following laboratory/studio safety training courses. Any employee or non-University personnel who work in the University’s laboratory facilities must take the classes that are applicable to their disciplines and must pass the associated tests with a grade of 80% or better. Laser Safety
